I recommend that Swoop lobby for vastly increased national park use-fees. These can be used to support these national parks. Set a national park use-fee price to balance supply and demand for visitation. Chile and Patagonia are middle-income countries. They have mountain experiences for sale. Why not sell these experiences for what the market will bear? - say $300 per person per night for foreigners (much less for citizens). People from wealthy countries fly in an expensive plane to Patagonia. These people are part of the market economy. Their goods and services are sold for what the market will bear. Why should they expect Chile and Argentina to charge less than full market price for national park access?
